had at my request come forward early in the Spring and furnished these people, who were destitute, food, clothing, animals and implements to make a crop, thereby saving the Bureau a large expense and preventing suffering, I felt it my duty to interfere to secure them against loss and injustice.  I am in hopes that a few days dicipline at Fort Pulaski will restore the freedpeople to their senses, and convince them that they are not so free as to be able safely to disregard and trample on the laws that govern white citizens.
