In compliance with circular letter, dated office Ass't Com'r Bu. R.F. & A.L. Atlanta, Ga., Oct 21. 1868, I have the honor to report the following

A col'd man named Elbert on the 4th Jany 1868 when near the Widow Kellem's, was shot in the thigh, supposed to be by one Jake Fissler (white) as a colored man by name of Tynell Hitchock, who saw the shooting - recognized the voice of Tynell (this in Clark County) nothing was done in this case.

About Jany 20. '68. Ritta Gleson & Rhoda Robinson col'd of Oglethorpe County, were stripped & beaten by Bill Turner & Aleck Glenn & others (white) saying they were paid by the Bureau to do so. This case was finally turned over to the Civil Authorities, have not heard further since.
