I have the honor to enquire whether the blacks are taxed for the support of the State and County Governments, if so, whether any distinction is made between whites and blacks in levying and collecting the taxes?

Also whether any provision is made for the support of indigent blacks and whether any distinction is made between whites and blacks in this particular?
