Dear Sir, 
Your communication of the 13th Inst. came to hand this morning. Contents noted. in reply would that every effort is being made by our Agents throughout the State to disabuse the minds of Freedmen of the ideas they entertain that you speak of.
No contracts will be approved by the Bureau for a longer term than one year.
Enclosed please find circulars will bear upon the subject of your Communications

I am directed by Brig. Gen'l E M Gregory to acknowledge the receipt of your communications of the 5th Inst.
He also directs me to inform you that at the present time there are no funds or income belonging to this Bureau to pay citizens, consequently he cannot at present appoint you.
