Sir,
I am directed by Brig. Genl to acknowledge the receipt of your letter of date Oct 21, 1865, and in reply to state that the provisions of the contract you propose to make with certain Freedmen appears just and equitable. As a general rule, the contracts made with freedmen should express in addition to the proposed by you that the employers should furnish quarters and medical attendance. The General desires me to say that any contract which does justice to the Freedmen and gives him a fair compensation for his labor will be approved.

Respectfully
Chauncey C. Morse
