Your communication of date Oct 28th enclosing Report has been received and contents noted.

In answer to your enquiries "What shall be done with helpless and destitute Freedmen, in case their former owners turn them off" You are referred to Circular Letter of Maj. Gen. Howard of date Oct 4th 1865. The same letter will also be your guide in reference to apprenticeship or guardianship. Blanks will be furnished for Contracts as soon as they can be printed.

In regard to the defraying of necessary expenses. You are referred to Circular No. 17. Par. 4, War Dept. Bureau R.F. and A.L.

I have the honor to transmitt Reports of Lands and Comr Reports, also a copy of Report of C.S. Tambling. Supt of Schools Galveston Texas, and also Roster of Officers and Civilians on duty in the Bureau. Arrangements have been made for a supply of Books and several experienced Teachers have been engaged for the schools.
