Your favor of 24th Inst, received. You will recognize the orders of no on in matters connected with this Bureau except those which emanate from these Head Quarters.
There is no accredited Agent of this Bureau in your section of the country you are the Officer and Agent of the Bureau and you alone will be held responsible.
Would like you to find out and report who the man Whithall is if he has papers accrediting him a Agent of the Bureau - take a copy of them and forward them to these HdQrs also find out if he had been making contracts and if so if he had been charging a fee for these and if so how much

Your favor of the 12th Inst. received. In relation to details your attention is called to G. O. No 102. War. Dept. copies of which have been sent you.
In relation to cases where Freedmen are parties your attention is called to Cir. No. 5. No 7- and Cir. No 11. from Hd Qrs Bureau at Washington D.C. You are hereby authorized to take jurisdiction of and adjudication on all such cases where you think it necessary.
In regard to reports Cir. No. 10. and 14 from Washington D.C. sets forth all reports to be made copies were sent you sometime since.
Blanks have been sent you by express (for contracts) also copies of the late Cir. and orders.
Genl Gregory is now absent when he returns your letter will be submitted to him &c.
We desire to hear from you frequently.
