On the 13th of April last - Capt. Spaulding reported to these Headquarters that a freedman had delivered himself up to him after having shot a man named McClellan, and that he did not think that the freedman could get Justice done him by the Civil Court of Matagorda County, Texas, His, (Capt. Spaulding's) letter was returned to him saying that the man should be tried by a Military Commission, and he seemed only to have acted upon self defence.
I shall immediately make application for a commission to try him. In the meantime you as an Agent of this Bureau under Act of Congress organizing this Bureau and the orders of Maj. Genl Howard, Coms. will have the Control and protection of him (Lee) Hold him under your control unless otherwise ordered from these Hd. Qrs.

Dear Sir,
I am directed by Genl Gregory to acknowledge the receipt of your letter dated May 1st 1866, and have the honor to inform you in reply that this Bureau pays no claims for the Support of paupers or expenses of Freedmen's funeral, I enclose you, as requested, a Copy of our Order from Genl. Howard on the subject. Have you never been furnished with full files of orders.
In regard to the payment of last years' wages you have taken the proper course.
If the parties owing the freedpeople will not pay them, proceed to Seize anything you can Get possession of belonging to the party who owes and make it pay the debt.
It is not necessary to forward cases here unless one of the parties wish to appeal from your decision.
