Mr P.F. Duggan is hereby appointed an Agent of the Bureau of Refugees, Freedmen and Abandoned Lands in this State, at a Salary of One hundred Dollars per month

This appointment is made subject to the approval of Major General O.O. Howard and in accordance with the provisions of "an Act to continue in force the Bureau" passed July 16th 1866, and will take effect from June 1. 1867 and remain in force until revoked by orders from this office.
