I have the honor to enclose herewith a copy of a letter received by cashier of the "First Natl. Bank of Galveston" from Daniel S. Mann of the firm of Chapman, Hosmer & Co. Attys., Claims Agent &c., 446, 14th. St. Washington D.C.
Henry Barville & Hy Crittenden are discharged solders of the 38th U.S.C.T. : In accordance with instructions of Mr. Mann, the cashier to day in paying the check of $100, payable to the order of Hy. Crittenden retained $24, only giving him $76. Henry states that an advance has been made on the Bounty. This being the case $24 would seem an excessive amount to charge for fees in collecting the bounty. Will you please cause an investigation of the matter.

The asst Comesr. directs that you will draw up a Lease of the building situated in the eastern part of this City by Mr. Jos. Welch for church purposes, to the Sub asst Comsr. of Galveston and his successors in office and six Freedmen as trustees to hold the same for term of Ten years for school purposes. 
In consideration of which, you will on the part of the Bureau, contract for the completion of the aforesaid building with some responsible party, to an amount not to exceed $500/.
