Commissioner Washington D.C. 381/391 General, I have the honor to request the Mr. H.S. Johnson appointed an Agent of this Bureau April 22, 1867 be dishonorably dismissed the Service of the Bureau, and that he forfeit all pay due him. William H. Sinclair, Inspector of this State, was sent to Sumpter No. 25, 1867 to investigate charges preferred against Mr. Johnson and found him guilty of collecting debts due free people and appropriating the funds to his own uses; of issuing false vouchers; of charging fees for his services and for oppressing the citiens (White & Black) of his Sub District, in any possible manner.
