Waco, Texas. 0 Madam, I am directed by Bt Maj Genl JJ Reynolds to acknowledge the receipt of your communication of the 6th Feb. last, and to say that it has been referred to the Agent of the Bureau Refugees, Freedmen & Abandoned Lands at Waco for investigation and report. It will however be impossible to take any action in the case by Military Authority. it is a case that properly belongs to the Civil Courts ad must be referred to them. Commissioner to acknowledge the receipt of your letter of the 25 ult recommending that the five hundred dollars awarded DWC Beale as damages for the abduction of four freedpeople from his farm by W.E. Hart OP Boyd and others, be transferred to the Bureau Refugees and Freedmen, and to say that your recommendation is approved.
