Sir:-
I am directed to acknowledge receipt of your communication of the 19 inst. with inclosure.

The condition of affairs as reported by you as existing in Jefferson is known at this Headquarters, and the difficulties under which you labor are fully appreciated. It is confidently believed however, that the recent disposition of troops in the north eastern counties of this State will soon remedy the present unfavorable aspect.  It is of the utmost importance that the alarming prevalence of crime, especially outrages against the freedmen, should be checked, and to this end you are particularly requested to give your personal attention to the recent acts of violence in and about your station and if in any case evidence can be procured which will lead to the conviction of the offenders, you will immediately cause their arrest and hold them in Military confinement reporting action.

It is the intention, if the fats will warrant, to try these criminals by Military Commission.
