Sir,
Referring to your letter of Aug. 26, 1868, I have the honor to report that it certainly was not the intention of Mr. Welch or any officer or agent of this Bureau to make an issue with the teachers at Galveston or any other point in Texas, but simply to share facts as known and abundantly substantiated by the records of the Bureau.

It has been the constant endeavor to promote in every possible manner educational interests, in the furtherance of which no one can take greater interest that the Assistant Commissioner and the Superintendent of Schools for this state. 

We propose to erect school houses at different points as rapidly as the natures of the cases will admit, including Galveston, and possibly Senneca, and which we cordially recognize the current services of the American Missionary Association in various sections of the country, we cannot allow the assistance of the Bureau to be either contingent upon the conservation of the Association or directed by its Agents.

In reference to the previous efforts on the part of the teachers and freedpeople at Galveston to secure for themselves a school building, the latter of Bt. Lt. Col. Geo. H Cram, Sub. Asst. Com'r. at Galveston (copy enclosed) will sufficiently bear out the assertion in the indorsement of Mr. Welch.

If the American Missionary Association has information conflicting with the statement of this letter the Bureau is in no way responsible for it. The action of the Bureau must be governed by information through, or verified by its own Agents.

Sir,
Referring to your report for the month of Sept. 1869, in which you make inquiry what can be done for a poor indigent freedwoman, I am directed by the Asst. Commissioner to say that each County must provide for its own poor. Many counties that ae without money issue scrip in similar cases.

Mr. Reinholdt stated not long since that there was some business in your Sub. Dist. which he left unsettled and that he would finish the same or furnish you with the required information at any time.
