Sir:
In the case of the petition of Mr. A. Dorris, agent of the freedwoman Eliza Sercy, vs. A.P. Hill, I have the honor to state that I have examined the papers and find that Mr. Dorris has acted as agent for the freedwoman under the approval of Mr. W.H. Baker, late Sub. Asst. Commissioner at Lockhart, Texas, and am of the opinion that A.P. Hill has taken the property without proper authority.
I would recommend that A.P. Hill be ordered to return the corn to Mr. Dorris.
