Your communications dated May 30th and June 4th 1867, regarding the case of "James Spetlers" & "William Collier"; reached me last evening by the hand of your Sergeant. In reply, there appears to have been some missapprehension in regard to this matter; My object in reporting the case to Dist Headquarters, was that I feared these parties would escape Trial & Justice (& not that I anticipate their escape from the Country) through the operations (or rather inoperation) of the Law. I had supposed that when the Civil Authorities failed to bring parties to justice, as in this case, that they would be tried by Military Commission, hence my reason for calling the attention of the Commanding General to this case.

I would respectfully state, that in my opinion it will be best not to interfere with these men at all, at present; unless it is intended to hold them and try them by Military Commission.

As the matter now stands, the parties never expect to be brought to trial (I am informed they do not hesitate to so express themselves) there is therefore no danger of their leaving
