Colonel:

I have the honor to transmit herewith the Estimate of Funds required by Par. 4., Circular No. 17, Series of 1865 from the War. Department of Washington.
I will take this opportunity to respectfully state that in my opinion there should be an agent of the Bureau kept at this place during the present year if possible. Things at present to look from the outside appear in a reasonably quiet state but there is a concealed bitterness that will produce still more bitter fruit if it be allowed opportunity. The demand for labor is great. Very few contracts have yet been broken by either party. As a a general thing the freedmen are treated well.
This is the time of year for many promises on the part of the employer. Some of the freedmen men were satisfied with promises only last year. This year they must have more or suffer.
