In view of the many difficulties, with which they have had to contend, certainly no better condition of affairs could exist than is found here. The citizens generally are disposed to do toward them what is right and it is the fewest number that will do anything to cripple or discourage these people, in any laudable undertaking. With these remarks I submit for your consideration my report. Hoping I have given you all the information desired and certainly all that is in my power to give.
