Sir:

Upon an examination of Capt. S. I. Wrights accounts I find none of them are approved by you.  Such approval is required by the Commissioner.  As you are held accountable for the proper disbursement of all monies in your state, it becomes necessary for you to examine and approve every voucher paid by your disbursing officer.   Unless this rule was in force the Disbursing officer might pay money for improper purposes, and the Commissioner depends upon your approval in a great measure to guide him in his action.

The vouchers already paid you need not correct.  These instructions are for your future guidance.
