Several instances have come to my knowledge of Planters from my District shipping their cotton from Navasota (ten miles below this on the R.R.) previous to settling with the Freedmen in their employ. There is no agent of the Bureau at that point to see that the Parties shipping cotton there, have previously settled with their freedmen and fearing that others in my District may ship their cotton by way of Navasota for the purpose of evading the provisions of Circular No 23 from the Hd. Qrs. of the State. I have the honor to request,that all cotton shipped from Navasota may be stopped in transit at Houston unless accompanied by a permit either from Capt. Randlett of Grimes Co or myself- and that the same may be held until evidence be furnished you that "Circular No 23" has been fully complied with. I have notified the Agent of the R.R. at Navasota of the contents of this communication and it will be no serious inconvenience to parties wishing to ship, should there be no claims against such cotton to obtain the necessary permits, when on the other hand, I think it absolutely essential to secure the wages of the Freedmen
