cotton out of the planters hands, and require the commission merchant to whom the cotton is shipped to forward the account of sales to this office, this prevents alterations of figures or additional charges being made.

To prevent swindling on the part of the planter I made the Circular a general one, have established no precedents, and in order to secure to the Freedpeople their just portion of the crop, I ask the support of the Asst. Commsr, in carrying out the features of my Circular.
