Sir:
I have the honor to ask if some arrangement cannot be made by the Assistant Commissioner to allow Civilian employees of the Bureau when acting in a Military capacity to be allowed to purchase supplies from the Commissary Department on the same terms with the Navy & Reserve Dept's. Receiving a salary as we do payable only in currency & living in a section of country where species only is the circulating medium with many articles as an increased valuation The change from currency to specie with increased valuation The change from currency to specie with increased valuation entails a loss on all government officials little felt in any other state

Very Respectfully
Your Obdt Serv't
