I have the honor to forward this day triplicate copies of contracts approved at this office during part of the month of March- the time I have been on duty here.  I arrived at this place about the beginning of March but did not get fairly in operation until the 20th. on account of the non-arrival of Troops.

The Freedmen are doing well, much beyond the expectations of the Planters, and the prospect for a large crop is very encouraging.  They are disposed to comply with their obligations and whenever there is any difficulty it can generally be traced to injustice on the part of the Planter, or to the fact that they have been tempered with by other Planters.  This years work is going on finely and the principal difficulty now is settling some last years accounts.  Many paid them every cent that was due them, but some discharged them without paying them at all.  From my observation there fore I think about one-third or one-fifth did not secure fair compensation for their labor last year, and this will be the case this
