I have the honor to state in accordance with your request to report to you in relation to the probability of a just Settlement on the part of the Planter between the Freedmen and Planters; that there are many Planters in the County who would Settle justly with their Freedmen, but to adopt it as a rule would be decidedly detrimental to the interest of the Freedmen. All methods will be resorted to. All kinds of claims and accounts will be "hatched up" for the occasion with charges for Goods, double what they ought to be; and to which the Freedmen (or many of them) after a little coaxing, threatening, and promises of future favors, will agree to allow. Thus, they will be swindled if they make the Settlement themselves.
