Office Sub Assistant Commissioner
Bureau Refugees F & A L.
Sumpter Texas. April 16. 1867

Lieut J T Kirkman
A A A Genl.
Galveston Tex.

Sir,
The accompanying Warrant of Arrest was issued and placed in the hand of the Sheriff J. C. Madden who was seen in conversation with G. W. Cook on the 15th but failed to arrest him. and Cooke ran away next morning going to Georgia, Cook and Madden, both belong to the Gang, of whom I made report as punishing whom they would, and formerly engaged in Lynching Union men. Cook is a cripple. going on a crutch and stick. will likely stop at the Washington House. I have no doubt of his guilt and if consistent proper and legal his arrest and detention is greatly to be desired - and a warrant from the Justice of the Peace will be issued and sent to the Sheriff of Galveston County. I send this, directed to the Shff of Trinity, to show you that he is accused and is fled. and if his arrest is proper, by the Military, to ask, that it may be done. Otherwise pardon me for writing of what may not legitimately belong to this office.

I am Sir very Respectfully
Your Obt Servant
