I have also recd Cir. War Dept No 11. in relation to "Special Rule of Fund" [[strikethrough]] for the [[/strikethrough]] destitute &c. [[strikethrough]] This is a good thing, and comes at the right time. [[/strikethrough]] There are a great number of such as are entitled to be recipients of this bounty. in this county. both Black and White not one of whom is supported by donation of the county. I myself, since Chrsitmas, have expended in charge over on hundred dollars. The supply of corn is exhausted. There is not in the county one bushel for sale, even at any price. Widows and orphans, though at work, as every body is destitute, and without the staff of life, I have conferred with the Civil Authorities and they today report to Mr "GJ." persons entirely destitue and now subsistance entirely by charity of private parties,
