Sir,
As far as I can judge from my own observation, and inquiries, the Freedmen, are working very well in Bowie Co. I think I can say that in a majority of cases the planters are willing to [[crossed out]] accord [[/crossed out]] give their employees their just rights and a faithful settlement of contracts. I have as yet, learned of but few instances of outrages upon, and mistreatment of the colored people. 

As regards justice, to either the Freedman, or to the white man, I do not think they have the benefit of it, more especially not the Freed people.
