I have the honor to acknowledge the receipt of yours, dated 5th instant, informing me of the fact that the reports due from me for the preceding month had not been received by you In answer I would respectfully state that I considered it somewhat superfluous to do so, as I had neither data or means All I could have done would have been to forward a blank, stating therein that I had nothing to insert  In justification of myself I would respectfully draw the General's attention to the fact that I came in late in the day; that there are no lands or farms at all in Western Texas that were ever or in any way in the possession of the Army or Bureau; but above all, that I was so completely overwhelmed in adjudicating causes, thereby giving relief to so many that I felt I was entitled to the sympathy of my superiors, and that any trifling deficiency
