In answer to your of the 22d asking that I furnish your office with a copy of instructions relative to apprenticeship or binding of minor and orphan children, & those give me by the Asst. Commissioner in the case referred to.  I have the honor to state that I have none, further than that each Sub Asst. Commissioner is the guardian of all within his district  There are general orders, however, that we are judicially aware of, and is binding on us  It is so palpably evident that nine tenths of the guardianship given and accepted was neither more or less than a continuance of slavery, to that extent, and that the interest of the minor was so little though of that the Asst
