integrity of character that I know him to possess, that he will not only execute and carry out the purposes for which the Bureau was created, and do justice, though the Heavens fall, but likewise, on account of the position that he occupies among us, I am again satisfied that he will give general satisfaction throughout the county

Lieut. Simerel has been a resident citizen of this county for the past twelve months, has his family with him, and we feel that he is identified with us, although I occupied a position antagonistic to yours, during the war, yet I am now entirely reconstructed, and therefore, have taken the liberty of recommending him to your favorable consideration.

I have the honor - since the Provisional Government - of representing this county in the state Legislature and I think I know the sentiments and feelings of its people, and that
