Sir: We the undersigned respectfully represent that we have heard that an agent of the Freedmans Bureau was to be appointed for the Counties of Goliad & Refugio, and that such appointment would be made from civil life, if a suitable person was presented for the appointment. 
 
We therefore represent that L B Camp, the present assessor of the Internal Revenue Income Tax for said Counties of Goliad & Refugio has so little of his time occupied in making assessments, that he could attend to the duties of Agent of the Freedmans Bureau, we have great confidence in the honor, capacity and integrity of Mr Camp and feel satisfied that his appointment would give general satisfaction to all parties concerned.
