the eve of the 3d July, the Mayor issue an Ordinance  That any persons carrying concealed weapons next-day would be arrested and fined $20 or words to that effect.  I did not read the Ordinance.  The Mayor told me he found there would be a terrible time, so many people together &c that he had issued his edict.  I agreed with him, told him the freedmen were not upheld in breaking the laws, any more than white people, and, I expected they would be held just as accountable.

On the morning of the 4th the Marshals four young guardsmen rigged up gay for the occasion, each with a sword, "My boy Charles had on my refinements."  The sheriff stepped out and stopped them. I saw it all but could not hear what was said, only after some conversation the Mayor ordered the Sheriff to desist, - no one was arrested, as stated, no one of the freedmen carried any weapons whatsoever.
