I enclose herewith my plan presented in writing to Gen. Howard. 
You will see, what Revd. Mr Alvord thought of the proposition, also, the action of General Howard. 
Whether General Townsend will assist in the matter I do not know at this time, but the known opposition of the Adjutant General's office to the Freedmens Bureau, will I fear kill any plan however important and worthy of experiment, that might be presented. 
I will explain this feeling of certain officers here, privately
