My dear Mr. Bagley:--

Since returning to my office this afternoon, I have been watching the smoke still streaming over our garden at the Yondotega Club, and I am thoroughly convinced that, unless the Health Board comes to our protection, we may as well abandon the garden.

As a last resort, I again appeal to you to have the nuisance stopped, and I beg to hand you herewith enclosed a copy of a letter which I have just mailed to Messrs. Jennings and Douglas, which explains itself, and which shall be my last kick for the garden.
