George H. Russel, Esq.,
President, State Savings Bank,
CITY.

Dear Sir:--
On July 1st, last; I requested your bank to telegraph to Mr. Bunkio Matsuki of Kobe, Japan, twenty thousand yen, and, later, you advised me personally of the payment having been made to Mr. Matsuki.

In a letter written by Mr. Matsuki, dated July 18th, he says:--

"I have waited until today to write you an acknowledgment of the twenty thousand yen which you sent me via International Banking Corporation. There was a mistake in the code, as according to the claim of the same banking corporation, I could not receive money until July 7th."

May I trouble you to ascertain from the International Banking Coporation the facts in connection with this transaction? It would please me to know the exact date of the payment of the money to Mr. Matsuki; also the cause of delay.

I remain,
Yours very sincerely,
Charles L. Freer
