General:

On the 17th instant, you were directed to make immediate sale of the Waco Cotton Mills & the Brazos Manufacturing Company. On further consideration General Howard decides to suspend the sale for a short time.  He directs that you make all the preliminary arrangements for the disposal of the property and await his orders.  It would be preferable to sell in some other way than at auction.  Let it be known that the property is for sale, and if any offers are made, communicate them to the Commissioner.  Every effort should be made to get what the property is actually worth.
