Respectfully returned to Hd Qrs Bureau R.F. & A.L. State of Texas Austin Tex. The temporary suspension of Dr. H.S. Hunsaker asst. sub asst. Com'r was ordered on account of grossly improper conduct, clearly proved to me by the evidence which I forwarded to Hd Qrs Bureau R.F. & A.L. State of Texas on Oct  in my letter of transmittal I stated what action I had taken in regard to one Miller for highly improper language. I firmly believe that Dr. Hunsaker was drunk on the night of the disturbance. The evidence forwarded by me shows that there was no pursuit of Dr. Hunsaker with intent to harm or kill, and that the freedmen who were on his guard were not abused by any citizen or citizens in the interval between the Doctors departure from and my arrival in Crockett. I endeavored to be as fair as possible in the taking of evidence, and Dr. Hunsaker had repeated opportunities to cross-examine Mayor Blair but preferred to bring other witnesses (he denies having the opportunity) Know nothing about the petition of 299 citizens asking that D.
