II. Bvt. Maj. Genl. A. P. Howe, U.S.A. is hereby directed to proceed to Galveston Texas, and such other points in the States under the jurisdiction of this Bureau as may be necessary to enable him to dispose of, (under the 12th Section of the Freedmen's Bureau Act passed July 16", 1866,) the property in those States known as "that formerly held under enter[?] of title by the late so-called Confederate States, and not heretofore disposed by the United States, and also any buildings or lands held in trust for the same by any person or persons"; and for the purpose he is invested with full powers to act in the name of the Commissioner.

All sales will be made by the Disbursing Officers as Quartermasters of the Bureau in the several states in accordance with existing orders and regulations.
