DEPUTY COLLECTOR'S OFFICE United States Internal Revenue, 7th Division, 1st District, Texas. Nacogdoches, May 23rd 1868 General. I deem it my duty to write to you in the interest of good loyal citizens of Houston County. There is no safety for them or any officer of the U.S. there. The administration of the law is so imperfect, that at any time a few ruffians can come to the town of Crockett commit outrages against peace and order, threaten violence and even death against every radical (by which is meant every Union citizen) and afterwards leave the town without being arrested. This has been done several times while I have been there in the discharge of my official duties as Deputy Collector of Internal Revenue which position I have filled during
