I am well and favorably known to Sub Asst. Commsr "Butler" Reinhardt and "Ferguson" and also Col Sinclair. I can also refer you to Mr Mussina, Downey and Kingsbury of Brownsville for my personal character, and I make this communication in the hope that it may be considered advisable to place a sufficient number of troops in that County, to crush, or at least overawe the already overbearing insolence of the old rebel element and give to the loyal citizens the protection they so well deserve.
I can not close without calling your special attention to the two families of ruffians who still flourish there namely the Wing and the "Englishes"
Very Respectfully
