He is a very popular man in Austin Co and all his family connexions are in that CO.  It is my candid opinion that there was some foul play on the part of the Surgeons, for Waller had his horse ready whilst they were giving their testimony and did as soon as he signed the bond left.

It is my opinion that it will be difficult to capture him without troops as he will undoubtedly raise a mob & resist in Austin Co.  If captured I would respectfully suggest that he be brought to Austin & tried by Military Commission.
