General:-
I have heard with equal pain and surprise that you have mistaken an issue I thought it necessary to make with a gentleman in your employ to imply an issue with yourself as commanding officer.

It is equally due to yourself, sir, and to the interests which I chance to represent, to assure you, in unqualified terms, that I have never raised, or sought to raise, directly or indirectly, officially or personally any issue with the policy of the Commanding officer at Galveston

My confidence in the wisdom of the policy of the General in command of the District of Texas, has been repeatedly and frankly expressed. I have had an issue with a gentleman who holds a commission from General Howard, and have thought it an official duty to urge my views upon General Howard's attention. If I had entertained doubts of the wisdom of General Griffin's policy, the uniform candor of my habit would have led me to express them with equal frankness. If General Griffin will accept the assurance of a gentleman's word, he will immediately relieve himself from unnecessary regrets, and will relieve me from unfounded suspicion. It is, and ever has been, my earnest desire to establish and maintain with General Griffin
