   I have the honor to submit the following for the consideration of the Major General Comd'g   The County of Trinity is in a state of excitement and confusion. A few Civil officers (mostly Rebels) elected June, 1866, still remain in Office, but their services are worth little or nothing.  There are a few loyal men here thoroughly tried and competent, who if placed in Office might be of a great assistance in restoring Law and order. But the presence of a Military Force is needed here at once to overrule a large number of citizens, who seem to have combined for unlawful purposes.  It appears the attempted assassination in Sumpter a few days since, was the signal for letting loose the hellhounds of the Clan.  Suspicious characters are prowling around.  Loyal men threatened and their lives and property considered unsafe.  The spirit of
