Forwards affidavit of Gabriel Floy fmc in regard to certain outrages in Upshur County. States that these organizations [[strikethrough]] are [[/strikethrough]] exist in all of the adjourning Co's that he has only 10 men (Inf) for duty that with 17 Cavalry he could break up or restrain them, that unless something is done very soon freedmen who do not belong to the organizations will not be able to live.
