Texas 16th March 1868

To C.E. Morse. Sec. civil affairs
Dear Sir

The complaint of the freedmen in this County is daily increasing, in consequence of maltreatment from those bitter indignant Rebels. I am sorry to inform you that crime continues on the increase, and the only way to stop this would be to establish a Bureau at this place.  

We have now a good Sheriff and Deputy, but under the present state of circumstances we greatly need the military to assist the prosecution of civil affairs.
