General:
I have the honor to report that on the 20th of May 1862, an act of Congress was approved to provide for the public instruction of youth in Primary Schools through the county of Washington, in the District of Columbia. without the limits of the cities of Washington and Georgetown, and that in the 35th section of said act, provision was first made by law in the District of Columbia for the education of colored children.
On the 21st. of May 1862, and act of Congress was approved "for the education of Colored Children in the cities of Washington and Georgetown District of Columbia" and on July 11th of the same year an act was approved appointing Daniel Breed, S.J. Bowne, Zenas C. Robbins and their successors in office, to be a board of Trustees of Schools for Colored Children in the cities of Washington and Georgetown. D.C. and said act prescribed the manner of the appointment of their successors.
Another law was passed June 25, 1864, the 18th section of which repealed the act of May 21st 1862. and in said 18th section, also in the 16th 17t, and 19th sections made further and better provision for the education of colored children in the District of Columbia. 
In July 23d 1866. another law was passed
