Washington DC. March 17 1866. Brig Genl C H Howard USV. Ass't Commissioner General, There are or will be in a few days eight ([[strikethrough]] 8 [[/strikethrough]] 9) Industrial Schools in operation in your District. [[strikethrough]] 7 are [[/strikethrough]] 8 of them are receiving more or less assistance from the Bureau in the way of quarters, furniture, [[strikethrough]] most [[/strikethrough]] material &c. and [[strikethrough]] two [[/strikethrough]] 3 of these schools are [[strikethrough]] especially in the charge of [[/strikethrough]] so nearly entirely sustained by the Bureau, that they are called Bureau Schools. [[strikethrough]] So far as Benevolent parties sustain these schools [[/strikethrough]] When Benevolent Parties sustain these schools chiefly of course they exercise their own best judgement & are responsible for the results. When the Bureau gives
