"Respectfully returned to Brvt. Lt. Col. Wm B. Pease Sub. A. Comr. at Houston, Texas, with the information that "Macomber" is 5-9 in or 10 in. high, stout and thick set, Complexion florid, Wears his beard upon his chin, short and wiry. His profession an Engineer
Was employed for sometime as Engineer on one of the "Morgan Steamers that ply between New Orleans and the Coast of Texas. Is a favorite among Steamboat men - When intoxicated is a bad man, when sober is civil and gentlemanly. He committed a murderous assault upon a Freedman in this City about the 5th of March, and has thus far eluded civil and Military authorities.
It is of great importance that his arrest be procured if possible.

"Respectfully returned to Bvt. Maj. G. W. Smith Sub. Asst Comr at Seguin, Tex. If from full knowledge of the Circumstances you deem it greatly to the advantage of the Child to be returned it can be done. The Father's claim is properly the greatest, and should be respected except in extreme cases.

"Respectfully referred to the A. Comr BRF &c. State of Texas with the remarks that this case was once decided at this Office at this Office by giving the Child to its Father, he being able to support and educate him in a proper manner. I have since been informed that altho' able he fails to educate or even treat him humanely, and that when he took the child from Mrs West he (the boy) not being willing to leave ran to the woods, when the Father caught him, and unmercifully whipped him giving him from 75 to 200 cuts with a horse whip. The boy is deficient both physically & mentally, and strange as may seem is unshifted by Mrs West, she having no child of her own. Mrs West is a  Sister of Mr Thornton and Aunt of Mr Brackinridge of the "National Bank" of San Antonio, who are staunch Union men. She is said to have been true to the Union during the Rebellion. I am desired to ask that my decision be reversed, and that she be allowed to adopt and bring up the Child as she would her own.
