dealers, under the present conditions. Dealers are un-willing to buy from artists outright, but take an artist's work on consignment, and the artist has to wait until his painting or sculpture is sold before realizing anything from his work. This is a great hardship upon a class of people who, as a rule, are unable to stand it. 
Collectors who, in many instances, leave their collections to public institutions, are not buying as a heretofore, and the museums and public generally are the losers as a consequence.
