condition to enter into contracts, and the one copy properly ruled could be made to answer for all the negros upon the plantation and avoid encumbering the office with useless papers. If you will give me permission, I will procure and use such form as I deem best adapted to the wants of the community, and as there is no other means of paying citizen agents, allow them to charge the planter a small amount in addition to the cost of printing the contract. which they will gladly pay for the sake of having an agent convenient of access; and indeed the citizens of several counties have said they would gladly pay the agent a salary if one could be appointed.  Several applications have been made to me to appoint agents in adjoining counties, which applications I shall forward to your office if I do not receive other instructions by return mail.
